Mr. FLOYD A. MCKINNEY

Floyd A. McKinney is Division Chief, Learning Services Division, Directorate of Operations and Communications, Air Education and Training Command, Joint Base San Antonio, Randolph TX.  The division is responsible for strategic planning and the effective and efficient delivery of learning services information systems to support force development objectives for the Department of the Air Force.  The Division enables agile capability development of new technologies to meet emerging mission requirements; sustainment of learning services information systems; and delivery of client services support required to meet business objectives.  Mr. McKinney leads a diverse team supporting the efficient delivery of services to 800,000 learning services professionals and Total Force Airmen.
 
Mr. McKinney was commissioned in 1986 as a distinguished graduate of North Carolina Agriculture and Technical State University, Reserve Officer Training Corps.  He is a distinguished graduate of Airborne Warning and Control System (AWACS) flight training, and the Air Force’s Squadron Officers’ School and Air Command and Staff College. 
 
 
Mr. McKinney commanded an Air Force squadron and served in various operational and staff assignments at the Group, Wing, Major Command, and Headquarters Air Force levels.  Prior to his current assignment, Mr. McKinney was Senior Director, Cybersecurity Services and Corporate Strategy at Engility Corporation where he astutely managed six separate business units.  Mr. McKinney’s results-driven approach to financial forecasting, process improvement, and awareness of internal/external performance indicators led to above market growth of 10% annually.
